International projectsProject proposal for funding from ELENA ZREA has prepared an initial proposal for the investment programme involving municipalities of the district of Zemgale. The idea is attract funding from EU programme ELENA (opened this year and managed by the EIB) to cover costs of Technical Assistance. During the Workshop on the ELENA facility (EU Energy Week 2010 in Brussels) ZREA's representatives discussed options of applying for the funding of the Technical Assistance investment programme. Investment Programme refers to the subdivision: Energy efficiency and renewable energy investment in public and private buildings. Brief description of planned investment programme, including the implementation approach Energy Efficiency activities in public and private buildings, constructions and facilities in District of Zemgale will involve four municipalities (Auce, Bauska, Jēkabpils, Ozolnieki) and one municipal limited liability company "Jelgava Housing Maintenance Board". The Investment project will be coordinated by Zemgale Regional Energy Agency (ZREA), but there will be persons in charge delegated by every Project Partner. The project will cover the renovation and heat insulation of residential and public buildings, reconstruction works of district heating networks and boiler houses and street lighting systems. For the residential buildings the financing of the project will be 50% from residents and 50% from ERDF via the state programme and the necessary co-financing by the municipalities. The municipalities will involve also private investors who will enter the market with the ESCO approach to Energy Efficiency measures. As to the public buildings 85% of the investment cost will be covered by the state, selling the CO2 quotas, the remaining 15% will be covered by the municipalities. The same approach applies to reconstruction of district heating networks and boiler houses, also public street lighting systems. Expected investment cost: The total investment cost is estimated in amount of EUR 23,700,000.00 for building and EUR 948,000,00 for feasibility studies, project planning and preparation of documentation (this is the area where the TA is necessary). 10% of the amount (EUR 948,000.00) will be covered by the municipalities. The project will be developed within 3 years and the implementation of the project is scheduled till the year of 2020. Please see the Summary of the Investment programme in the attached excel table.
